switch to experimental caching branch

Switch back to using Github caches instead of BuildJet's, but also tries to share external dependency cache between builds.

Todo:

• Cache built external dependencies even if main build fails (currently global and local caches are saved at the same time, so that would need to be split out in http://github.com/unisonweb/actions)
• not directly related, but macos-intel is the slowest and also has the extra work of verifying the ghci startup; should move or delete this
