Add STACKIT Edge-Cloud service (BETA)

Problem description

The STACKIT Edge-Cloud service is available as beta for selected customers but yet there is no service CLI available to be used.

Proposed solution

The STACKIT CLI should be updated to include the STACKIT Edge-Cloud service. The service availability is controlled via the service-enablement APIs and will be expanded using phased roll out strategy in future.

Additional information

A internal review of the Edge-Cloud contribution to the STACKIT CLI has been done in stackit-cli-internal/pullrequest/874065.
