This renders the table values using the user-defined locale
This also fixes the copy-as-TSV to be in the user's locale.
Note: this does not yet fix/support the copy as CSV or download as CSV to be in the user locale. This would require changing some backend logic for dataframes
to_csvlogic, however doing so may break FE parsing code paths that expect valid logical numbers.
