I had this error to, and conda install -c conda-forge tensorflow-deps=2.10.0 returned this:

PackagesNotFoundError: The following packages are not available from current channels:

  - tensorflow-deps=2.10.0*

Try running this:

conda config --add channels conda-forge
conda install -y -c apple tensorflow-deps==2.10.0

# Then re-run
python setup.py
