command to open new line above/below cursor

I'd love to have a command (and key-binding to Ctrl-Return/Ctrl-Shift-Return)
to open a new line above/below current cursor position, no matter where the cursor is in the current line.

You can chain actions. So eg. "Alt-Enter": "EndOfLine,InsertNewline" would first move cursor to the end of line and then insert a new line.
