When there is no built-in repo instructions, GitHub suggests this in the PR:

When clicking "set things up for you" it creates a GitHub issue, referencing https://gh.io/copilot-coding-agent-tips

However when Coding Agent works on it, accessing the docs has been blocked by the GitHub firewall:

This results in:

• Subpar performance due to docs inaccessible first time
• Wasted premium requests
• Wasted action minutes
• Wasted time having to manually add this entry in the allowlist for each repo to onboard

To fix this GitHub should add its own domain gh.io to the recommended allowlist.
