AGENTS.md in workspace with multiple roots

I typically have workspaces with multiple root directories in them, each of which has AGENTS.md, and possibly multiple recursively. I've noticed that the agent will it seems never accurately read the right AGENTS.md for the folder that is being worked on. I constantly have to tell it the right one(s) to use. AFAICT there is no way to select which AGENTS.md are used either. I see the dialog that shows them all, but no ability to select them. So I think this is a question in multiple parts:

1. This seems like a bug or missing functionality. Potentially this is covered by the experimental Use Nested Agents Md Files option which I have enabled, but it doesn't seem to help.
2. If it's going to be a long time to fix this, can we have some way to tell the chat what AGENTS.md to follow for the chat session at hand? Or if this is possible how do I do it?
