We are facing the same issue.

We are using
GET https://api.github.com/repos/$ORGANIZATION/$REPO/releases?per_page=10&page=1

The first page contains 2 Releases, the second page contains 1 Release, pages 3 to 11 are empty and then we get all Releases on the following pages.

Seems to me that they fixed the bug. Now all Releases are displayed where they should be.

I've seen the same issue across two repos. Even further, The UI, in one of my repos, shows no releases until you force the UI to load a further page (e.g. ?page=2 in the UI release URL). Further, there are releases missing from the UI and the REST /releases call.

The GraphQL API seems to return releases correctly.

I opened a support query for my repos and they mentioned that going to the missing releases and editing/saving them (even without making changes) should fix missing indices and resolve this. Having a workaround is great, but I'm still experiencing this way more than I'd like while doing nightly release testing.

We have the same UI symptom: viewing /releases shows no releases at all, and we have to add ?page=3 before we see our latest releases.
